Is Latin Mass more efficacious?

Intrinsic vs Extrinsic value
  *Every Mass has infinite Intrinsic value

  *Extrinsic Value of Mass varies based on:
     (1) the current state of holiness of the whole Catholic Church
     (2) status as a priest (Pope > Bishop > Priest > Priest without faculties (no extrinsic merit)
     (3) holiness of the priest
     (4) degree of virtue and grace of the faithful
     (5) decora (greater beauty = greater merit
     (6) the Ritual itself

+Less sacrilege 
  *Communion kneeling, on the tongue, and by a priest only 
       versus 
    Communion standing and in the hand, in the hand, and often by Extraordinary Ministers

+Decora is superior in Latin Mass:
  *More Pomp
  *Greater Beauty

+The Ritual itself is superior in Latin Mass
  *Ad Orientum (priest facing away from the people toward God) is more God centered
  *More solemn
  *Less overt improvisation
  *Latin > English
      -Tradition- (used traditionally by the Church)
      -Unity (same language across the entire Church)
      -Unchangeable (the vernacular meanings change after many years)
      -Sacred (one of the three languages on the cross of Christ; with Greek and Hebrew)

Did Pope Pius V Codify the Mass Forever?

Quo Primum - Promulgating the Tridentine Liturgy (Apostolic Constitution, 1570)

"let Masses not be sung or read according to any other formula than that of this Missal published by Us. This ordinance applies henceforth, now, forever, throughout all the providences of the Christian world."

"this present Constitution...will be valid henceforth, now, and forever. We order and enjoin that nothing must be added...nothing omitted...nor anything whatsoever be changed within it under the penalty of Our displeasure."

"We order them (all Church leaders) in virtue of holy obedience to chant or to read the Mass according to the rite and manner and norm herewith laid down by Us and, hereafter, to discontinue and completely discard all other rubrics...they must not in celebrating Mass presume to introduce any ceremonies or recite any prayers other than those contained in this Missal."

On the Sacraments in General
Canon XIII-

"If anyone says that the received and approved rites of the Catholic Church, wont to be used in the solemn administrations of the sacraments, may be condemned, or omitted at pleasure by the ministers, or be changed by any pastor of the churches whomsoever into new ones; let him be anathema."

(Note: Some mistranslate as “…or be changed by any pastor of the churches into new ones…”.  The word ‘whomsoever’ includes the Pope. In Latin:  per quem cumque Ecclesiarum Pastorum)
